There is up to 2 betting rounds in a 5 Card Draw hand.  Bet and raises are set at the lower limit during the first round.  After the first betting round you may discard and draw from 0 to 5 cards. 1p2n1f

Each bet and raise during the final round of betting is set at the higher limit.  The number of bets per  round is four (a bet, a raise, a re-raise and a cap).
    A button is used to determine the dealer of each hand.  After every hand the button moves clockwise to the next active player.  The player to the left of the button is first to post a small blind. In Five-Card Draw, the small blind is equal to 1/2 the lower limit bet.  The player to the left of the small blind must post the big blind (a full lower limit bet).
    After the each player have drawn their cards, the first active player left of the button will be the first to act.
